The priority level of access requests from SECURITY, GETHER1, GETHER0, and USBH can be
set to level 2 or level 3 through the SBRIVCLV register. Note that, in the USBH module, round-
robin arbitration is first performed between read and write requests, then inter-module arbitration
is performed using the result.
