On which direction the comparation is based, vertical or horizontal
0: compare on horizontal direction
1: compare on vertical direction
Comparison value.
FUNC_SEL=0 -> A one-pixel clock cycle high pulse is generated when h_count = COMP_VALUE + 2;
FUNC_SEL=1 -> A one-line wide high pulse is generated when v_count = COMP_VALUE.
