0: No device connected
1: Device connected
Note: If DeviceRemoveable is set (not removable) this bit
is always read as 1.
(Write) Clear Port Enable
Writing a 1 clears the PES bit. Writing a 0 has no effect.
The CCS bit is not affected by any writing.
