(2) Version 2.1 of the PCI specifications states that any combination of the byte-
enable signals ( [3:0]) is possible when accepting a configuration access. The
SH7751 specifications, however, define the values of  [3:0] as being ignored on
the acceptance of a configuration access and that access is in longword (DWORD)
units only.
