This register contains the highest 16 bits of the originTimestamp which is inserted into Sync messages when one-step
timestamp insertion is enabled.
Note: This is a static field that is maintained by the Host. It is not incremented when the lower 32 bits of the 1588
Clock rollover.
Note: This register applies to all ports.
