Other than the default configuration of one packet buffer, the 82598 supports
two more configurations:
Partitioned receive equal:

Description
Drop Enabled
If set to 1b, packets received to the queue when no descriptors are available to
store them are dropped.
If set to 0b, packets received to the queue when no descriptors are available to
store are held in an internal buffer until descriptors are available again.
Each bit represents the appropriate queue (bit 0 in DROPEN0 represents
queue0; bit 31 in DROPEN1 represents queue 63).
When RXCTRL.DMBYPS is set to 1b, only packets received to a disabled queue
are dropped.”
