The bin number represents the length of the transaction in cycles shifted by the C_PM_SHIFT_BY parameter. This
allows a trade between the maximum length of a transaction that can be recorded and the granularity of the
transaction lengths. The number the bin contains is the number of times that particular transaction length was
recorded.
