This pins is used to externally supply clocks to the PHY.
When clocks are supplied to the on-chip PHY from the on-
chip clock pulse generator (CPG), this pins should be pulled
up to VccQ or pulled down to VssQ.
Output Differential Differential transmit output (+) for the Ethernet circuit by the
Transmit Data PHY.
