The time over which the internal state is undefined means the time taken to reach V_CC (min.).
The pin states become settled when V_CCQ reached the V_CCQ (min.). The timing when a power-on
reset (RES) is normally accepted is after V_CC reaches V_CC (min.) and oscillation becomes stable
(when using the on-chip oscillator).
Ensure that the time over which the internal state is undefined is less than or equal to 100 ms.
