C4 compatible (C4 = Deeper sleep) is same as C3 from the GMCH perspective, but from platform
perspective, CPU voltage is reduced during C3 and S1-M entry to minimum to maintain state)
The GMCH also reduces I/O power dynamically, by disabling sense amps on input buffers, as
well as tristating output buffers when possible
