The Parallel Port Configuration Register is used to set up the external QDRII SRAM memory.
The default configuration is dependent upon the hard-wired inputs. A change to the contents of this register will also
clear all memory contents in the queue. The registers may be read at any time, without upsetting the content.

8.2.4 Memory Allocation Register
The Memory Allocation Register is used to allocate both the internal and external memory to queue 0. Internal
memory is available for allocation in block size that are 1/8th of the total SRAM capacity, hence 8 register bits[15:8]. The
external memory allocation is dependent upon the size of the external memory attached, but is available in block sizes that
are 1/4th of the total external memory capacity and hence 4 register bits[7:4].
