At a switch input, each Scheduler is assigned to a switch output (Figure 3-8). A switch
with n ports needs n² Schedulers. The output rate of each Scheduler is re-adjusted con-
tinuously to obtain maximum switch throughput without overloading the switch port
output rate. This principle is called Preemptive Congestion Control, that is, congestion
due to overload is avoided.
