5.6.1 AutoNegotiation at Power Up
When the device is powered up the AutoNegotiation algorithm must
handshake with the remote device to configure itself for a common mode
of operation. To insure smooth and proper AutoNegotiation operation at
power up it is recommended that the procedure outlined in Table 5.4 be
followed.

Wait for AutoNegotiation to complete.
