upstream transmit UTOPIA Interface is disabled;
downstream receive UTOPIA Interface is disabled.

Disables discard of cells with BIP-8 header error.

Internal Address reduction mode;
The LCI is derived from programmable parts of the VPI,
VCI and PN bit fields. The derived LCI is used by the
ABM-3G, but nor written to the cell.
