This bit field determines the backpressure threshold for the
Downstream UTOPIA Receive Interface Group 1 (see
Chapter 5.2.1) with a granularity of 4 cells.
The CPU programs the threshold with a granularity of 4 by right
shifting the value by 2:
DUBPTH1(17:2):= (maximum_cells(17:0) >> 2)
