enabled, the local GPIO direction is Output, and remote GPIO
control is disabled.

1: Enable GPIO control from remote Serializer. The GPIO pin
will be an output, and the value is received from the remote
Serializer.
0: Disable GPIO control from remote Serializer.

The GPIO DIR and GPIO EN configures the pad in input
direction or output direction for functional mode or GPIO mode.
