5. The result C<D loads the contents of the DIFF_CNT, value E, to the Down-Counter
to indicate the Hsync input is under a stable condition. It does not affect the flag
INT_FM.
6. The Down-Counter will decrease its content if the comparison result is C>D or C=D.
7. The flag INT_FM in the Interrupt Flag register will be set to 1 if the content of the
Down-Counter is decreased to zero, then an INT_FM interrupt will occur when the
enable bit INT_FM in the Interrupt Enable register is enabled.
