This bit is determined by SOUT1/PS_3F8_IRQA or DTR1#/PS_3E0_IRQA.
The power value will “1” if an external pull up resistor is attached to
SOUT1/PS_3F8_IRQA or DTR1#/PS_3E0_IRQA. Otherwise, the power on
value will be “0”.
