NOM_INC = [31x14.31818x8]/[13.5x1] = 263.0303
NOM_INC falls outside the range of the [28..62] allowable increment range. If CLKDIV is chosen 8 instead
of 1, then NOM_INC = 32.87878...which is within the allowable range. Since the integer value is >31, the
programmed increment NOM_INC becomes 33.87878...
