13.6.3 Description
The access in read/write to the fuse bits requires that the internal 12 MHz RC oscillator is enabled.
bit 511 is JTAG control.
JTAGDIS = 0: JTAG is enabled, 1: JTAG is disabled
bit 510 is Secure Debug Control.
SECDBG = 0: Full Debug, 1: Non-Secure Debug Only
