IEC[15:0]:
Bits IEC[15:0] represent the sum of the tandem connection incoming error
counts that have been detected since the last time the tandem connection
incoming error count registers were polled by writing to the SPECTRA-155
Identity and Reset register. The write access transfers the internally
accumulated error count to the tandem connection incoming error count
registers within 7µs and simultaneously resets the internal counter to begin a
new cycle of error accumulation.
