0: Warnings flags are latched. They are cleared by reading
the register or toggling TXDISABLE.

ISTART current level selection:
0000 = No ISTART current
0001 - 1111 = 0.375 mA x ISTART[[3:0]
ISTART is used to speed up the laser start-up after a fault
occurs. The charging current of the compensation capacitor
starts from ISTART instead of ramping up from 0.
