Add Important Notice
Add lead-free(RoHS) parts
Revise the values of t_CHCX, t_CLCX and 1/t_CLCL

Revise the Timer Mode Setting to “Mode 1: 16-bits, no
prescale”.
Revise that Power Down Mode is released by external
interrupt configured as either level or edge detect.
