low while V_DET is below the reset voltage
threshold, and for an extnerl set time delay
Cd pin after V_DET rises above reset
threshold.
3 ON/OFF Output voltage on/off control pin. Connect to
V_IN if not used.
ON/OFF = LOW: Voltage output (Pin 5) OFF
ON/OFF = HIGH: Voltage output (Pin 5) ON
