This phenomenon is reversible. Higher starting voltage of CFL and higher
LCD driving voltage are needed while operating at 0℃. The life time of CFL
will be reduced while operating at 0℃ need to make sure of value of IL and
characteristics of inverter. Also the response time at 0℃ will be slower.
Note 4: 5Hz~100Hz (Except resonance frequency)
